Problem in Gateway bar on mobile devices #23

While performing testing of IIPS website on an Android Device it was found that the Gateway bar was overlapping the Image and the name of our institute,Gateway bar should be converted into the navigation bar for proper functioning of the website on different scrteen sizes

Plus - Need to remove fixed property from the portal bar, because that is the reason why it is hiding header. Question : Are we going to implement two toggle button at the top (1 for portal & 1 for Menu) ? ( According to responsive design)
