chat and chatcontrols toggle #1016

What about a 3 stage toggle, for completely minimizing the chat window? (useful for taking screenshots). The toggle works now, to simply maximize to full height, and normal at 3 lines of chat + chat controls. An additional state would have the "chat" minimize completely (3 lines + input line), and the "chatcontrols" would become 0.5 alpha transparency, with toggle tab selected and other chatcontrols behaving normally.

The privacy view plugin already does the minimize for screenshots stuff (and covers more than just the chat window).

For the most part, I run with that turned on all the time these days.

There exists a hide UI plugin that is even better. There's a pull request outstanding. I think privacy plugin should be deprecated for this plugin.
