Add tooltip to player name in portal detail view, Closes #1078 #1079

Update html code for portal details view to show a tooltip for the ~player-name~ portal-owner on mouse-over.

Note: I could only test it in the desktop version so far.

Is this still relevant? I have player name in a mouse-over tooltip window.. 🤔

@mxxcon are we talking about the same place, the portal details window ? i do not have a tooltip window there.

Hm.. I'm currently limited to Chrome (49) on OSX, which doesn't show a tooltip. At least for me, but feel free to close.

That tooltip is provided by a plugin called "guess player level"
