Plugin Request: Show Upgradeability #189

Create a new plugin, or enhance portal list plugin, to be able to show the max level a player can personally upgrade a portal. Being able to sort would helpful too. For example. See a list of all portals that are level 6 but that a level 8 player could, on their own, bump up to level 7 with just L7 or L8 resonators.
