Zoom/portal level shown status is off #202

Says showing all portals with the next step up saying level 1 and above but is not showing the unclaimed portal at z=16, shows at z=17 like the stock intel so it is likely we just need to adjust that display.

Opps, wasn't updated to quite the newest dev. See #199 and be957b3435dfc8f19abb12f10ac2928b0d1bc333 fixes. My bad...
