There should be a setting panel in IITC #239

I saw some plugins do nothing but change constants, eg render limit increase, resonator display zoom level decrease. If we have a setting panel that can change all these constants, we won't need these plugins and it would be more convenient for developers to debug.

I'd been thinking some kind of in-app settings could be useful too.

It should also be possible for plugins to register entries within the settings (e.g. player tracker - maximum time period to check)
