Local stats affected with shards portals #644

As the http://www.ingress.com/r/artifacts request is now loaded into memory with all other portal info, the player stats from shard portals are in local scoreboard, guess user level plugins.

not relevant since the protocl changes mean we don't get full stats on all portals.
