This PR contains code to generate dashboards for Grafana based on the OTC Docs (https://docs.otc.t-systems.com/cloud-eye/api-ref/appendix/services_interconnected_with_cloud_eye.html#ces-03-0059).
The goal of this PR is to add a command which can generate the Grafana dashboards and offer them with the Helm Chart such that it can be automatically picked up inside of Kubernetes when using Grafana.
