Add a SNAT Module #25

Currently eu-nl does not install a SNAT by default we should develop a SNAT Module for that

Solved with commit https://github.com/iits-consulting/terraform-opentelekomcloud-project-factory/commit/2edb7a0c3e2767bffeec466298880f19d5c3a6ab and is included since version 4.0.0
