~10 seconds of lag with pi NoIR v1 #50

I have two identical pizero setups running the picam-streamer image, one using a pi NoIR v1 camera and the other using a pi NoIR v2 camera. The system using the v2 camera has the expected ~1 second of video latency, but the system with the v1 camera has around 10 seconds of latency.

After a reboot the latency has disappeared. I'm closing this issue, but I'm still interested to know what caused the lag to begin with.
