is it supported by the latest 64-bit operating system?

I haven't tested it yet, but theoretically it can run on 64-bit systems.

Binary for Raspberry Pi OS 64-bit has been released. You can download it from here. https://github.com/iizukanao/picam/releases/tag/v2.0.0
