Data processed at CADC shouldn't live in VOSpace permanently. Find a new archive/database for it.

"New archive/stream not needed for CADC-produced products. This will all be encoded in new uri format for storage system. e.g. cadc:Gemini/FITSFILENAME.fits vs. gemini:GEM/FITSFILENAME.fits"- DB
