Difference between CXX_PROPOSAL and custom proposal?

Hi, thanks for your great work, it really helps me a lot, However I don't quite know about the difference between CXX_PROPOSAL and custom proposal. as in symbol file:

if config.TRAIN.CXX_PROPOSAL:
