Enable parallel handling for TS and EN versions of the same message type #22

New naming conventions for packages:

European Norm (EN) → e.g. etsi_its_cam_msgs
Technical Specification (TS) → e.g. etsi_its_cam_ts_msgs (_ts postfix after message type)

Changes:

as the CPM is currently only a TS and no EN, all CPM related packages are renamed with TS postfix (E.g. etsi_its_cpm_msgs → etsi_its_cpm_ts_msgs).
in future, the release2 versions of CAM / DENM will be added as ts package to this repo. E.g.:
- etsi_its_cam_msgs
- etsi_its_cam_ts_msgs
- etsi_its_denm_msgs
- etsi_its_denm_ts_msgs
- etsi_its_cpm_ts_msgs
