Improve CI for internal and external PRs #32

run docker-ros on push (internal) only
run industrial_ci on pull_request (internal, external) only
run codegen on push and pull_request (internal, external), avoiding duplicate jobs on internal push
run doc on main only

What about the codegen docker images (rgen & asn1c)? Due to permission issues, I would suggest to share them between the jobs instead of pushing them to the registry.

Done via artifacts. Tested in https://github.com/ika-rwth-aachen/etsi_its_messages/pull/33 and https://github.com/ika-rwth-aachen/etsi_its_messages/pull/34.
