Refactoring to satisfy ROS package conventions #5

In this PR the package structure is refactored to comply with the ROS conventions especially for message packages.

Changes through this PR:

moved all *.msg-Files to top-level msg-directory (no subdirectories in msg)
adjusted msg-generation script so that the msg-files are stored in the top-level directory
moved access/helper functions to new etsi_its_msgs_utils-package
adjusted package.xml's and CMakeLists of packages depending on etsi_its_msgs_utils
adjusted CAM display plugin to supress warning because of unused variable
