Update nativelibs to latest upstream versions. #151

The new version of libcurl fixes some security issues, but I don't think they affect the Toolbox in its normal configuration.

The new version of WFDB brings a number of improvements. In particular, many bugs have been fixed in the handling of variable-layout multi-frequency records (and in the handling of multi-frequency records more generally.)

Also of note is the new version of wfdb2mat, which creates "version 5" mat files instead of the "version 4" files used previously.
