Refactor license to explicitly allow template instantiantion #282

We should refactor our license similar to dune-common: https://github.com/dune-project/dune-common/blob/master/LICENSES/LicenseRef-GPL-2.0-only-with-DUNE-exception.txt This basically means:

[ ] Add our own file with license runtime exception + LGPL3.0
[ ] Change the license statement in all headers.
