CC0 is the least restrictive of all licenses. Using restricted is oh-so-very wrong.

It used to be you could use the name of the Software::License sub module in the license field, but that's no longer the case, so the field does need fixing, but the proper value is unrestricted.

Please accept my apology. I must have been half sleep as it was late in the night that I pushed the PR. I actually meant "unrestricted" as you correctly pointed out and not "restricted".

Lesson learnt.
