make all members admins for now

This is to avoid the problem of having too many members who can all delete an organization.

It's possible that later we will have both members and admins, or members each with specific privileges, one of which can be admin privileges.

Better to leave this for now, and instead just make explicit that members have administrative privileges: can edit the description, add other members, and delete the organization.
