BGM Loop issue #1301

(IKEMEN NIGHTLY Version) -Windows

Background Music Loop on this specific stage & MP3 is not on par with Mugen 1.1

I have compared the same stage with the same personally trimmed MP3 on Mugen 1.1 & IKEMEN, & the loop is clearly more delayed on IKEMEN. Mugen 1.1 has a very quick loop where you can't even notice it restarting. Where as IKEMEN has a delay on the loop, almost like a small pause before the loop starts again.

Please look into this & correct it on IKEMEN if there is any differences noticed / issues found for BGM looping.

some context - this stage doesn't use bgmloopstart, bgmloopend parameters to handle looping and relies entierly on the file length.
