from the files I assume it's a so called "cheapy" character that exploits winmugen engine quirks and exploits, probably including real-time memory editing from within the engine itself (I suspect based on a garbage data found in CodeSysTem.cns and ExplodExpansion.st). Such characters are impossible to work on any binary that is no winmugen.
