tcs: charsets.txt url and format changed #214

cd /sys/src/cmd/tcs
mk -a

this will cause a html file to be stored in charsets.txt. the new url appears 
to be 'http://www.iana.org/assignments/character-sets/character-sets.txt'

additionally, the format of the file has changed, so tcs' charsets.awk 
generates an alias.h which is empty.
