explore using Linux lql in iperf3 for pacing #124

User level pacing of TCP does not work well, as packets still burst out of the 
NIC at line rate. 

This might be a better approach:

However, I'm not sure we want to add this library dependency.

Is this for discussion later.

To make this even more difficult, the traffic shaping stuff generally requires 
root privileges, so either the entirety of iperf3, or some subset of it will 
need to be running as root to setup the traffic shaping. Doing that in bwctl as 
well becomes even more taxing...
