Congestion windows not what requested #145

I ran a test give the "-w 32m" on the command line, but I'm getting a window of 
43M

Is this "normal" for Linux, or is the CWND calculation wrong?  

This claims that linux 'doubles' the window size:

But 43M is not double 32M
