bump scijava, remove pin on jhdf5 #99

In preparation for the next release (which is necessary because of hdf5 update on imagej side).

It seems that removing net.imagej:imagej-legacy made the problem go away. However, starting ImageJ from the source code without this package changes the UI somewhat (for example, there is no File -> Open Samples menu.
