Venetian blinds support #146

Added support for CurrentHorizontalTiltAngle and TargetHorizontalTiltAngle characteristics. Venetian blinds use value2 (setValue2) parameter for lamellas position control.

Requires homebridge cache cleanup (reset) to display tilt slider in blind detail.
