Transfer and adapt package configuration files to configure tox and GitHub actions. Includes transfer of tests for the tessellation package.

The current workflow seems to run linting and type-checking on all operating systems - see if there is a way to separate them into their own jobs?

Look into automating version bumps, tags and releases (maybe using python-semantic-release and release-action) at some point in the future.
