Support per-rank constants in runalyzer{,-gather} #47

Currently, if constants differ between ranks, one of the values gets chosen at random. I'd prefer if we had a constants table in the gathered database that preserves per-rank data.

A couple of ideas here:

Add rank to constants
Handle constants like quantities
