Evolve TPE integration

[MTCam]

• Unifies discretization collection creation for TPEs/Simplices (thanks to support in grudge)
• Updates gas-in-box example:
  • Use updated dcoll creation
  • CL Option Euler timestepping
  • CL Option nsteps
• Adds some more grad operator tests for TPEs
• Updates grad test to include a "wonky" mesh test, and rotated mesh tests
