Use illinois-ceesd for upstream

[MTCam]

This change set updates to the illinois-ceesd version of the upstream packages of:

• grudge
• loopy
• meshmode
• pytato
• arraycontext

.. effectively syncs the upstream packages used by main with those used by CEESD prediction.
