Edit queue info #78

Implement the function that allows course staff/admin to edit the info of existing queue as per #12, add test cases for new endpoint (used for updating existing queue info).

Need some serious rebase for sure, sorry for the mess. Also need to update change log, keep a note here in case I totally forget.

No worries! Don't worry too much about cleaning up commits, I just squash it all anyways.

Almost there! Can you merge in master and fix the Changelog after that?
