Phone version : Will i pay a bill for sending messages? (Lives in france) #212

Okay, so i live in France, the phone version is only avaible by APK, and i dont know if i will pay some kind of bill/fee for sending messages to a friend in another country, will i pay a fee/bill?

It uses the same internet connection as, say, your web browser, so you will only pay your normal fees for internet connection.
