Errno 10013] An attempt was made to access a socket in a way forbidden by its access permissions

Keeps popping up and It wont reconnect. I've tried reinstalling, rebooting, clicking reconnect until my finger goes numb, and plain yelling at the thing. I'm not sure what to do. It's been like a week.
