Ability to comment on outages

Considerations
Admin can comment on all outages.
A logged user can comment on outages he has specific access to (restrictedTo property)
It would be nice if comments would display on chart outages (on mouse hover)
If
https://github.com/iloire/WatchMen/issues/36
is implemented, add a parameter to opt in for comments to the API method.
