Include HashTags #14

Now that the items to import can be expanded to include related information, we need to hashtag each item with the abbreviated name of it's top level community. DSpace REST API ReadMe

Hash Tags have now been included but they need to be:

  1. Unique: no repetitions of community hash tags.
  2. Relevant: only top level communities are required.

With regards to relevance, when importing items only hash tags for the top level communities should be added. Since a settings page containing a list of top-level communities is already setup and a corresponding collection available in the database. The hashTag field of an item document should be an array containing references to communities in the new collection.
