roles/postgres: Add config files for PostgreSQL 9.5 #42

Taken from a clean 9.5 installation and added only the templating changes from the existing 9.3 configs. Tested and working on a Ubuntu 16.04 test box.

Also note that we should probably read up on the huge_pages setting in 9.4+, as I had noted a few months ago in https://github.com/ilri/DSpace/issues/183 that it is important to understand.
