Manage slurm packages & configs for head node on ansible #6

Even though we won't be deploying slurm on the head-node on a regular basis, I think its a good idea to manage slurm packages & config files for the head node on ansible. At the moment, only slurm.conf is on ansible.

We can start with the following & increase the list later:

[x] slurmdbd package & its config file
[x] devel packages for building bioinformatics software

On commit 561b032, I've added a few build tools required for building most bioinformatics software.
