The use of <note/> for what might be rendered in a footnote #28

I've used the element with a @type value of 'footnote' for the type of information that we might want to appear in a footnote.

https://tei-c.org/release/doc/tei-p5-doc/en/html/ref-note.html

         <p>Henry V to the treasurer and the chamberlains of the Irish exchequer. John Passevaunt.
               <note type="footnote"><ref
                  target="https://chancery.tcd.ie/document/close/8-henry-v/12"
                  >https://chancery.tcd.ie/document/close/8-henry-v/12</ref>. This writ is heavily
               faded and needs to be looked at under UV light.</note></p>

This seems a good solution to me. We and other editions may have other types of editorial note, so the potential to differentiate note type is useful.
