Description of this PR: Adds support for new PTSL commands in 2024.6 / PTSL version 4.

A get_system_delay() method has been added to the engine and the examples, no other methods have been surfaced in the engine at this time.

Also updates pre-requisites to Protobuf 5.

Scope: PTSL Coverage
