add timers plugin for x86

Here is the timers plugin for x86. It actually works on Win7 x64 without 
change, but it does not yet support XP, 2003, 2008 or Vista x64. Thus I coded 
it to not run on any x64 profiles, and soon I'll go back and add the support 
for the missing x64 profiles. 

Please let me know if you have questions or concerns. Otherwise I'll plan to 
commit it to volatility/plugins/malware/timers.py shortly.
