docs: install and load sphinxcontrib.jquery and add build section to readthedocs.yaml #828

This fixes sphinxcontrib.jquery not being loaded automatically (see: https://github.com/readthedocs/sphinx_rtd_theme/issues/1452)

I merged https://github.com/im-tomu/fomu-workshop/pull/828/commits/8e9aa0a6df8629213679298fee77c63792bd63ac but already had my own version of https://github.com/im-tomu/fomu-workshop/pull/828/commits/26836ab6fb89cab80d100566295b91483ab23282 merged to fix #825
