Add test SPE file with SDT-control v5.01 metadata #22

Thanks @lschr ! Where does the file come from and what license is attached to it? Test images are needed by anyone wishing to test the library, and will thus be downloaded by them if needed. To avoid copyright problems, we can only use test images that are either in the public domain or for which we (and our users) can get permission to freely distribute, use, and modify them for testing purposes related to ImageIO.

I made this file (as well as the old test_000_.SPE). Which license would you prefer? As far as I am concerned, this can be CC0.

CC0 is the easiest to deal with, so if you are happy with that license it would work perfectly.

Closing this one in favor of https://github.com/imageio/test_images/pull/1 which is where test images live these days.
