Clean up Help menu #115

We should consider the following:

[x] Remove Switch to Modern Mode as a legacy plugin
[x] Remove either Update... or Update fiji since they do the same thing right now.

Yes, instead of "Switch to Modern Mode", perhaps there should be a command somewhere to switch user interfaces (or maybe launch a second UI). But it's very low priority.

And agreed that Update Fiji should have gone away a long time ago. There are many obsolete plugins still shipped with Fiji. We can remove them all in one fell swoop, but we need to send a big warning to fiji-devel first. And then be prepared to defend our decision.

There are other Help menu cleanups we want to do, but as far as those outlined in this issue: it is done. The mode-switching plugins have been removed as of 693fdd4608a31113893c10896a67dec40598a1d3. We'll be sticking with the ImageJ 1.x user interface at least for the medium term. And the "Update Fiji" command has been removed for several years now (see fiji/fiji@15eab82fc5143697ec35ce1fb7e8821f4132d599).
