Updater too aggressive in some situations #27

Whenever ImageJ is opened, it immediately asks to update. Although this is useful in many situation, it may not be necessary within the running for items such as imageJ-tutorials.

I assigned this to myself. However, given that we're still in the user-focused phase of working up to 2.0.0, I'll defer this ticket to "later, when we're in the developer-focused phase".
