You can also try installing Java 11 and launch ImageJ with that version of Java, and see whether that makes a difference.
Finally, you could try upgrading to the daily build of ImageJ 1.x via the Help ▶ Update ImageJ... command, and then setting "GUI scale" to 1.5 or higher in the Edit ▶ Options ▶ Appearance dialog, as described in this thread of the ImageJ mailing list.
Change the screw resolution or hook up an external monitor.
