Gdr update #34

Basically introduces much more sensitivity analysis in the GDR. Only thing left is to check the baseline emissions, but that should have its own task / PR.

Possibly makes the allocation class a little bit slower.

Below an illustration of the ranges of GDR allocation for the NLD (1.5, 50%):

One thing to double check is after running: to see if the allocations still add up to the global pathway, for all sensitivity settings. Will create a new issue for this, separate from this PR.
