Think about increasing emission allocations over time #61

Due the baselines, it is possible that under particular conditions the AP for NLD rises again over time (blue). GDR (orange) always has this (also in the vd Berg paper). Green = ECPC: afbeelding

This is of course odd, although explanable. Fine for now, but in a later stage we may want to re-allocate those increasing emissions back in time or re-distribute them over the world. Of course, it's odd if allocations increase again.

GDR by the way has this due to convergence with the much less stringent AP.
