[Rice] fix plans #215

Structure of "plans" layers has changed in some way, so it breaks on years with plans.

I think this is an issue around whether or not we should include feature type with the plans.

Based on this commit I think the answer is no, but I can't remember. I've reverted it back to that state where it doesn't send feature type but can change it back if that's easier.

I think you're right about not including feature type, but I also can't remember much about how this was supposed to be working. Something that makes un-effing the UI side simpler is ignoring all the feature-specific stuff and only including a single "plans" dropdown in the legend.

As for showing a plan itself, do I have this right? It will call plan/:name where name is the planname property from the plans list. For example /plan/Tentative%20Location%20of%20Proposed%20Library%20Group. That is giving me a 404 from instituterice.axismaps.io but maybe your last update just isn't up there yet?

That’s fixed now. No idea how the route got messed up when changing over PG versions… but it did...
