I accidentally PR'd this against master but I can't readily see how to delete that one.

looks better on mobile through desktop now
removed all linkGroup stuff. IMO, we will want the footer to have its own elements. linkGroups also has its own layout grid styles and we would need to control the footer’s responsiveness in two areas
added more links (Vermont, Rhode Island) as we rarely have only three sets of links in a project footer
added company address as this often exists on project footers
site branding, social icons, and company address are all grouped together to better match existing project footers
changed color of brand link to config.$yellow-100 to pass WCAG. Current color has a 3.4 contrast ratio
added screenreader text to the social icons as this was missing

I think it should be one-column on mobile. we rarely have such sort link names in real-site footers
